Peppol and e-invoicing: what is changing in Europe and what does it mean for your organization?

E-invoicing is rapidly becoming the standard across Europe. Governments are actively driving the digitalisation of invoicing processes to reduce fraud, lower administrative burdens, and enable real-time data exchange. A key development in this is Peppol: an international network that allows organisations to send and receive electronic invoices securely and in a standardised way. The impact is becoming increasingly clear. In Belgium, e-invoicing via Peppol is now mandatory for B2B transactions, and other countries are following with similar regulations. As a result, Dutch organisations are increasingly encountering Peppol as well—directly or indirectly.also increasingly have to deal with Peppol, directly or indirectly.

What is Peppol?

Peppol (Pan-European Public Procurement OnLine) is a network and standard for electronic data exchange, especially invoices and orders.

Instead of sending invoices by email or PDF, invoices are exchanged via Peppol as structured data. This ensures:

  • automatic processing
  • fewer errors
  • better traceability
  • higher security


Peppol works according to the so-called four-corner model, in which organizations communicate with each other via certified access points. 

Obligations in Europe: here's what's changing

The adoption of e-invoicing through Peppol varies from country to country, but the trend is clear: mandatory e-invoicing is expanding.

  • Belgium Mandatory for B2B transactions since Jan. 1, 2026.
  • France Phased implementation towards 2027, start with mandatory receiving of e-invoices and then sending.
  • Netherlands No general obligation for B2B yet, but e-invoicing towards government is already mandatory.


In addition, European developments are putting pressure on further implementation and more and more supply chain partners are demanding Peppol invoices. As a result, for many organizations it is not a question if, but when Peppol will become relevant.

Why are governments moving toward Peppol?

 The main goals are:

  • vat fraud prevention
  • standardization within Europe
  • more efficient administrative processes
  • real-time visibility into transactions
  • reduction of manual processing


For organizations, this means that digitizing invoice processes is becoming less and less optional.

What does Peppol provide to organizations?

In addition to compliance, Peppol offers clear benefits:

  • faster processing of invoices
  • less manual input
  • lower error rate
  • better cooperation with customers and suppliers
  • future-proof billing processes


Additionally, this creates room for further automation, such as automatic posting and workflow processing.

Peppol and Microsoft Business Central

For organizations working with Microsoft Business Central, e-invoicing can be integrated into existing processes via Peppol. This allows purchase and sales invoices to be sent and received directly from Business Central, without any additional manual steps. Business Central SaaS provides standard functionality for Peppol, but organizations still need a certified access point to connect to the Peppol network.

How Dynamics4Business supports organizations

Dynamics4Business has already supported multiple Business Central customers with the implementation of e-invoicing via Peppol. This includes both organisations running older Business Central versions and SaaS environments.

The main driver for these projects is the obligation in Belgium and the upcoming regulations in France, which meant organisations had to adapt their invoicing processes to remain compliant. As a certified Continia partner, we support customers with advice, implementation and integration of electronic invoicing solutions. For older Business Central versions, this is done using Continia Document Output, which automatically converts outgoing e-invoices into the required UBL-XML format and enables them to be sent via Peppol.

In SaaS environments, Continia Document Capture is deployed for both receiving and processing e-invoices and sending them via the Peppol network. These solutions also provide access to a European access point, connecting to the Peppol network. We also support organizations in automating financial processes around e-invoicing, such as implementing automated bank connections for payment processing.

Start e-invoicing on time

While not every organization is required today, the impact is growing. Starting early prevents last-minute implementations and enables controlled optimization of processes.

In addition, chain partners are increasingly requesting Peppol invoices, accelerating adoption.
